A7 – Framework for Continuous Modification and Improvement of the WMPP

The Waste Framework Directive 2008/98/EC requires the competent authority in each Member State to establish one or more waste management plans in accordance with the relevant EU Directives. Waste management plans play a key role in achieving sustainable waste management by providing an overview of all waste generated and outlining treatment options.

Pursuant to Article 30 of the Waste Framework Directive, the implementation of the waste management plan shall be evaluated every six years, and a new plan shall be adopted for the following planning period.

Within this action, we will develop a monitoring and evaluation framework for assessing the effectiveness of the implementation of the measures set out in the Waste Management Operational Programme (OPPRO). The framework will take the form of a structured and systematic tool for the continuous assessment of implementation performance, measurement of results, and verification of progress towards achieving the programme's objectives.

Objective: To create a framework for continuous, periodic monitoring; to improve the implementation of the WMPP measures; to provide a set of key performance indicators (KPIs) for monitoring the WMPP and the interactions between the WMPP and the LIFE IP RETART project.
