The LIFE IP RESTART Project

LIFE IP RESTART strategic project: Boosting waste recycling into valuable products by setting the environment for a circular economy in Slovenia (2022–2030) strives for a smoother transition of Slovenia to a circular economy.

The Ministry of the Environment and Spatial Planning of the Republic of Slovenia, as lead partner, will cooperate with 15 partners to develop innovative solutions to improve the waste recycling into valuable new products, particularly in the construction and mining sectors.

The innovative value chain for sustainable waste management will foster the development of new products made from recycled waste/secondary raw materials, based on best available techniques. A systems engineering approach will be applied to ensure a coherent, controlled, transparent and interoperable implementation of the Waste Management and Prevention Programme (WMPP). The aim is to standardise best practice and create a supportive environment for innovation. The main pillars of innovation in waste management are: material flow control (reduction, reuse, recycling, cross-sectoral interoperability), process awareness, management and innovation through evaluation and certification of the WMPP measures. The action therefore focuses on the concrete implementation of digital processes that support the transfer from existing practices to practices that support the objectives of the LIFE IP RESTART project.

This action seeks to inform the private sector about the innovative value chains for sustainable waste management presented for a given area, the range of materials used and the stakeholders involved – decision-makers and economic operators. The results of each process will serve as a basis for a cross-public/environmental/financial validation of the objectives set and the measures proposed, and for the further adoption of additional activities.

The action seeks to improve the competencies and organisational capacity of key national and regional authorities to carry out their management and regulatory tasks in line with the circular economy and sustainable development. The primary focus is on the public sector (ministries, directorates, agencies), implementing sectors that interact directly with citizens and businesses (inspectorates, agencies, government regulatory authorities) and act as policy enablers (public institutions, regional and local development agencies). The action will leverage the expertise and experience gained from the Life IP Care4Climate project and the activities undertaken under the Deep Demonstration Slovenia project.

The action will focus on the development of technical and legal guidelines that can provide the basis for future standards, as an important source of information and as a platform for technology and knowledge transfer. The guidelines will be divided into four categories: sustainable products made from recycled waste; circular economy tools and mechanisms; digitalisation and emerging technologies applicable to the circular economy; education and training.

Digitalization is an important part of the EU Recovery and Resilience Plan (RRP). A large amount of data is analyzed and transformed into useful information that supports circular solutions and thus the transition to a circular economy. To ensure the highest possible efficiency and sustainability of the project results, a platform will be developed for the government, businesses, and citizens, offering various interaction possibilities.
