The action has two objectives, both of which are intended for proposals for the improvement of the Waste Management Programme and Waste Prevention Programme (WMPP).
The first objective is to develop a comprehensive methodology for evaluating the WMPP. This will be followed by the creation of a framework for ongoing evaluation of the WMPP's implementation. This framework will also serve as the foundation for future modifications and improvements to the programme. The evaluation framework will be established in a specific protocol that will guide the Ministry in: monitoring progress in achieving the objectives of the WMPP; identifying current gaps in achieving the objectives of the WMPP; identifying the causes of the gaps and possible proposals for changes to the WMPP; enabling updates to the WMPP based on knowledge and experience and the actual needs of the country in terms of environmental protection, best available practices and the expectations of stakeholders. The proposed methodology will be progressive, equipping the Ministry with the tools and knowledge to continuously improve the document.
The second objective of the action is to prepare the technical basis for regulatory and legislative changes that will ensure the implementation of improvements within the WMPP. The following proposals will be put forward: amendments to policy documents and legislation on the transition to a circular economy; a strategy of innovative public-private and public partnerships for the circular economy; a strategy on green public procurement, innovation procurement, pre-commercial procurement and life-cycle costing calculation in public procurement; and a national circular governance strategy.
Objective: is to develop and implement a support mechanism (protocol) for the continuous updating of the WMPP, which can also be transferred to other strategic documents or programmes for WMPP assistance and to other Member States.
