C4 - Expert assessment and stakeholder suggestions for circular governance improvements

V okviru te akcije bo na podlagi projektnih izkušenj razvit prilagojen model upravljanja, ki bo spodbujal uresničevanje ciljev OPPRO in izvajanje sistemskih krožnih rešitev na nacionalni ter lokalni ravni po Sloveniji. Oblikovan bo sklop horizontalnih dejavnosti, ki bodo obravnavale vse vidike »ozkih grl« upravljanja, ki ovirajo krožni prehod in izvajanje ciljev OPPRO. S temi dejavnostmi se bo vzpostavilo zaupanje kot vzor za podjetja in državljane, zagotovile se bodo jasne informacije in cilji, spodbujala se bo kultura krožnega gospodarstva, ki bo postala predpogoj za motivacijo zasebnega sektorja pri krožnem preoblikovanju. To naj bi privedlo do izvajanja učinkovitega pristopa upravljanja na več ravneh.

Objective: to design and test a comprehensive process for co-creating expert bases and guidelines for the national strategy of green and responsible public procurement; the technical basis and guidance for demand-side measures based on public procurement; the expertise and guidance for innovative public-private partnerships that enable the circular economy; tools to monitor the compliance of public tenders with the requirements of the Green Public Procurement Regulation; analysis of examples of environmental criteria for 6 selected product groups and preparation of proposals to update these examples in accordance with the objectives of the OPPRO. The main outcome of all activities in this action will be an expert assessment and stakeholder proposals for a clear, concise and unified national strategy for green and responsible public procurement, which will enable the long-term implementation of the WMPP and a full transition to a circular society after the completion of the LIFE IP Restart project.
