As part of this action, a tailored governance model will be developed based on the project's experience to support the achievement of the objectives of the Waste Management Protection Programme (OPPRO) and the implementation of systemic circular solutions at both the national and local levels across Slovenia. A set of horizontal activities will be designed to address all aspects of the governance "bottlenecks" that hinder the circular transition and the implementation of the OPPRO objectives. These activities will help build trust as a model for businesses and citizens, provide clear information and objectives, and foster a culture of the circular economy that will become a prerequisite for motivating the private sector to embrace the circular transition. This is expected to lead to the implementation of an effective multi-level governance approach.
Objective: to design and test a comprehensive process for co-creating expert bases and guidelines for the national strategy of green and responsible public procurement; the technical basis and guidance for demand-side measures based on public procurement; the expertise and guidance for innovative public-private partnerships that enable the circular economy; tools to monitor the compliance of public tenders with the requirements of the Green Public Procurement Regulation; analysis of examples of environmental criteria for 6 selected product groups and preparation of proposals to update these examples in accordance with the objectives of the OPPRO. The main outcome of all activities in this action will be an expert assessment and stakeholder proposals for a clear, concise and unified national strategy for green and responsible public procurement, which will enable the long-term implementation of the WMPP and a full transition to a circular society after the completion of the LIFE IP Restart project.
