First amendment to the LIFE IP Restart project approved

The Ministry of the Environment, Climate, and Energy, as the coordinator and lead partner of the LIFE IP Restart project, has prepared the first amendment to the original Grant Agreement, summarizing the proposed technical and financial changes. The first amendment to the project contains corrections necessary due to certain changes since the start of the project in 2022.

Shortly after the start of the project, two associated beneficiaries – the companies Ekosfera and Stonex – withdrew from the project for personal reasons. The activities that were to be carried out by these beneficiaries have been taken over in part by other beneficiaries and, as of January 1, 2024, also by a new associated beneficiary, Javno podjetje center za ravnanje z odpadki Puconci, d.o.o. (CEROP).

The main objective of the LIFE Restart project is to contribute to the implementation of the Operational Program for Waste Management and Waste Prevention. Since its adoption in 2016, the document has been updated due to changes in European legislation and other documents at EU level, which has necessitated the appropriate adjustment of some project activities.

Furthermore, the Ministry of the Environment, Climate, and Energy, as the coordinating beneficiary, has increased his involvement in certain actions within the project. This involves the revising of certain activities in terms of greater precision and specificity.

The reason for certain changes in the amendment is also the changed circumstances in the first two years of project implementation—in particular, the significant increase in energy prices, which required (financial) adjustments to certain actions. In addition, during the first two years of the project, it was found that the estimated costs of individual actions were either overestimated or underestimated, which needed to be corrected and aligned with the proposed budget.

The first amendment to the LIFE IP Restart project was approved at the end of June this year. Notwithstanding the above corrections, the main objectives of the individual actions within the project remain essentially unchanged. These objectives are: the implementation of six demonstration actions and the dissemination of their results, the establishment of legislative conditions for circular practices in the field of construction waste in Slovenia, and increased awareness among all stakeholders of the benefits of the transition to circularity.
