The objective of the action is to analyse and evaluate existing and planned national and some foreign strategic, operational and legal acts (best practices) that frame and regulate the production and consumption of materials and products. Furthermore, it will identify areas where resource efficiency and circular economy principles are hindered or impeded, and will put forward a range of solutions to effectively address these issues. The action will foster collaboration between different policies and plans, enabling the implementation of circular economy principles to optimise natural resource efficiency and reduce waste generation. The outcome of this action will be a set of expert guidelines and a framework for an integrated approach to circular economy policy-making, cross-sectoral integration of plans, strategies, policies and programmes related to the circular economy, which promote coherence and synergies between all sectors and responsible authorities. Economic instruments to support circular material flows will be incorporated into the campaigns.
This action has identified five priority objectives, which correspond to five priority areas to be addressed. These are: longer lifetime and consistent recycling; circular bioeconomy hierarchy; green public procurement; support for circular innovation; and support for reuse, repair and sharing.
Objective: five policy-making groups established, each covering ten specific areas of the circular economy; carrying out at least 40 policy development events; preparing expert assessments and stakeholder proposals to improve sustainable and circular policies.
