The action focuses on process transformation to enable the transition from linear to circular economic models through process bottleneck analysis, increased control, digitalisation and process changes towards higher value-added outcomes. It places particular emphasis on the reduction of construction and demolition waste and circular management, taking into account advanced digital planning paradigms together with material flow analysis to optimise waste reduction, reuse, recycling and digital transparency.

The objective of this action is to provide advisory support and to secure all the legally required documents for environmental permits and for the operation of installations that are subject to special permits and consents. These documents are a legal prerequisite for the implementation of demonstration actions under the LIFE IP RESTART project.

The Waste Framework Directive 2008/98/EC requires the competent authority in each Member State to establish one or more waste management plans in accordance with the relevant EU Directives. Waste management plans play a key role in achieving sustainable waste management by providing an overview of all waste generated and outlining treatment options.

The action will analyse the current state of digitalisation in waste management services in Slovenia, assess the integration capacity of existing digital services related to waste management, and review both licensed and open-source waste management software. It will focus on the development of the digitalisation strategy for waste management and waste prevention activities.

The transition towards eco-innovation and a circular economy where waste is used as a secondary raw material requires overcoming a number of barriers, one of the most critical being the low level of awareness and skills of actors across the value chains.

This action will assess the current state of policy and management to determine their capacity for supporting the transition to a circular economy. The assessment will identify the current management challenges in relation to the objectives of the Waste Management and Prevention Programme (WMPP) and the potential for its further implementation. To this end, innovative digital technology tools will be used.
